In Canada, it takes a Cowboy like Jason Kenny to lead the "Very Ethnic"!

Given that their first loyalty is to the party, and given that the party of each and every MP in the House of Commons tells them how, when, and if, they can vote on a given matter, I would say that they are all party operatives.
